What does having the PSA on the vertical axis line and 2 1/4 inches below thumb do for ball reaction?

What is the Pin to PAP distance? VAL angle?
To truly give an explanation of the ball motion more information is needed.

Generally speaking...

With the PSA in that location the Drilling angle is is small.
It will get the core to rev up early.
More flare in the oil.
The line from the Pin to the PSA is called the Pin to Spin line.
As the migrating axis crosses this line the core will lose Tilt and Rotation quickly.
This helps result in a smoother transition from hook to roll at the end of the pattern.

This is very close to your Benchmark.
With 25* of tilt you need the core to react early and burn off Tilt.
The 4" Pin to PAP is not necessarily a Benchmark for you. 4.5" to 5" would be more optimum for a higher carry percentage.
Your carry shouldn't suffer much as long as you can find some friction in the midlane.
On a THS condition getting the ball outside the 10 board into the friction will help burn off the Tilt that the 4" Pin to PAP wants to store.

40-4-60 puts the Pin next to the Ring finger.
Drilling of the gripping holes pushes the Low Rg Axis away.
This results in a Pin to PAP distance post drilled that is less than 4" and a smaller VAL angle.
