I just asked Bill Sempsrott (the original developer of BluePrint) about this the other day.

The software is still available, though largely unchanged since 2012/2013. New Ebonite balls are still added. I didn't ask cost or anything, so I'm not sure. If you're a pro shop operator, it may be easiest to get info from your Ebonite rep.
