Is the low RG for a full roller in the NAP or PAP?

In 3/4 rollers I read the low RG is in the PAP, but most full roller layouts are upside down from 3/4 rollers, so I was wondering if the low RG is in the NAP for full rollers.
Full Roller
Axis Rotation: 90
Axis Tilt: 0
PAP: 6 3/16 x 2 5/8
Rev rate: 145
Ball speed: 13 mph at launch
Composite Average: 180
High Game: 269 bowled with Pitch Black.
High Series: 683 clean using the DV8 Poison Solid.

There is some confusion here.

The low Rg axis of an undrilled bowling ball is the Pin.
The distance of the pin from the PAP is the Rg off the PAP. The further the pin is from the PAP, the higher the Rg of the PAP will be. If the Pin is 6 3/4" from the PAP then the Rg of the PAP would be at its maximum for that ball.
If you were to drill the ball so the pin is on the PAP then the Rg of the PAP will be at is lowest possible value for that ball.

Sorry, that is what I really meant to ask.
If the pin is placed on the PAP, is that the lowest RG value for a full roller too, or only for 3/4 rollers?

Pin on the PAP is the lowest Rg you can drill a ball for any bowler.
