When would a strong reactive ball be drilled with low flare
Just as the topic says when would you want to drill a strong reactive ball for a low flare layout. What purpose would you use for that? Something that cuts through the oil but doesn't have a lot of backend to over react?

Simple. When a bowler gets it in his head that he wants a particularly aggressive ball that he saw on TV, or saw someone else throw it in league, but is totally unsuited to his game, his PSO may try to "weaken" it with a low flare layout, so that he can use it despite himself. Sad commentary, but oh so true!

When you want to keep your target in front of you and desire a smooth cover dominant look.

Low flare layouts are a type of Control drilling. They have a slower response to friction. With a dull surface it will read the midlane and still have some energy for the backend.
Yes it is a way to use a strong covered ball on higher friction conditions.
