What is the USBC rule on ball cleaning DURING league competition?

Only a dry towel to clean bowling balls during competition becomes effective Aug. 1, 2019.
Until then, only cleaners with "Approved for During Competition" on the label are allowed.

That won't help me. In the center I bowl at, there's a problem with belt marks, so I always carry alcohol in my bag and when I get belt marks I use it and rub them off. Bowlers complained and I politely told them to check the rules, I'm not altering the surface.

Here's from the FAQ's for the new rules
3. What if the lane or center equipment damages my ball?
If there is a belt mark or other substance that can’t be removed with the dry towel alone,
you may contact the league or tournament official about using a cleaning product.
