Just bought my first bowling ball, Roto Grip hectic.
Went to drill my ball and driller said the pin placement is wrong and the ball is messed up.
So I looked up online and my ball's distance between the pin and the cg is too close.
Any ideas?

That is referred to as a "pin-in" ball.
But the real issue is the top weight; if it's over ~3.5oz, the layout and balance hole options will be limited.
It's best to purchase balls from a certified driller.

yeah... I bought it from bowling.com and they sent me this one.
I told them I want to return it and they said I need to pay for shipping and they are gonna charge 15% restocking fee and pay me back the rest money.
do you think it is okay to use it?

Your bowling ball is fine.
Its perfectly workable if your pro shop lives up to its title.
Tell us the numbers on the box, gross weight, top weight, pin distance.
