Since as noted at the bottom of the graph, the result different from the off hand rev rate, what exactly is the value of the chart?

I already have the elapsed time from release to headpin and the number of revs on the lane. This simple chart gives me the RPM without having to use a video camera.

What you get is an average RPM for the ball, which will vary based on factors external to the bowler.

The chart is okay, There are similar ones that have been floating around for a long time. It's based on the old method of using a stopwatch and counting rev to determine RPM. This just saves you from having to do the calculations.

While it just gives you a basic idea of your RPM's, That's all some need to know.

Here's the one from Powerhouse. Janne's has a few more different time listings.

Can you count the revolutions to the arrows (15'), multiply by 4, then use the chart to get rev rate off the hand? -- JohnP

That is exactly what I have been doing for years. Do not drop the fractions, for example 4 1/2 revs at 15 feet becomes 18 revs at the pin deck. It would be nearly impossible to count the revs as the ball gets close to the pins because for a bowler that produces a high rev count the tape on the ball radiating from the PAP becomes a blur. I don't think the number is the revs off the hand, you can see the revs increase in the 15 feet you are measuring. The revs really start to develop when the ball stops skidding which happens beyond the arrows.

Take the whole 60 feet for avg speed and rev, or the first 10 frames for off hand speed and rev. Either is a reference.

For myself, the differences are +/- 0.5mph and +/-25 rev

For a very quick way to know where someone is, its ok i guess. But since it incorporates all the parameteres than alter it, it is not the accurate way. Which is the one off the hand, with a slow mo camera, and on the first frames of the video. Since for these things i like to be accurate, i always do it the proper way. Just to not have doubts. After all, they are numbers.
