What strategies would be suggested to handle carrydown conditions?

One way is to play around the Carrydown area.
Some bowler defend carrydown by moving after every shot a bit to stay clean. Another way is to use a Ball with more sureface.
Yow can play a lower Axisrotation to create more foreward roll.

The answer is simple: ball choice, drilling technique, and ball surface! This is a bowling ball issue, not a coaching issue.
