Does anyone know what this layout is on the ball for drilling or close to it?

Its the pin over bridge layout.

No idea what it means without bowler specs.

What it means is the "PIN" (the yellow dot) is too close to the fingerholes. The bridge the material between the fingerholes is more likely to crack there.
