I need a little help with layout for my sister.
Speed: 11-12 MPH
Rev Rate: Probably less than 200.
Rotation: ~25
Tilt: ~10
Wood lane
Lane: 38 feet
Do you think you are speed or revolutions dominate? Low speed and low rev
She has 3 balls.
1) Bloody Cross: Pin located in the middle between the fingers (pin out)
2) Hammer BWL: same as bloody cross
3) Track HX16: stacked.
Her PAP: 4 3/4 & 1 up
My observation is that because her low rotation and low ball speed, her balls seem to roll out often.
Both BC and BWL were recommend the low flare layout because of her low ball speed.
She has very weak backend and carry is also bad.
Many of her ball goes out at pin deck toward 9 pin after hitting the pocket.
Should she gets stronger ball with stronger layout?

Try to teach her to get more side roll on the ball would help more than a new ball. A stronger ball with a stronger layout is only going to make things worse because of the low tilt and rotation. You want to try to burn what little tilt and rotation there is slowly not faster.

I agree with Dustin in that a stronger ball with a stronger layout will make things worse.
You need to treat a bowler like this as rev dominant. Higher totals to delay the roll.
I would suggest a low flare layout on and asymmetrical ball.
Is the Track HX16 usable for her?
If not I would suggest plugging and redrilling it with something like 80-2.5-40 and tune it with surface. Shine it up for more length or use a dull surface if it travels too long.
