Question about Raised heel?

So I am just curious what the difference between a raised heel and a smaller heel is?

I also wanted to know the difference between these 2 shoes in terms of slide.

The first one has a raised heel and the second one is basically all flat shoe and I am just curious what the difference is.

According to Dexter the raised heel design is to lift the sole off the floor to reduce sagging.
