RA is how deep the microscopic peaks and valleys are.
The bottom of the chart is the grit of your abrasives like Abralon, scotchbrites etc
The scale on the left is the depth/height (RA) of the grit.
The red dots show the RA of that particular grit and how it compares to the others. example: 180 grit has a RA of 118.32

I believe This is comparing the RA of the grit to the thickness of oil (in Units) on the lane example: 180 grit is equal to about 80 units.
I'm guessing those charts are used in a article, which would explain more. But I don't know which one right off hand.
